Grading sets how water moves across a lot: away from the house, off a pad, into a basin or along a swale. On larger parcels around Casa Grande, it can also trigger a state stormwater permit.

ADEQ's Construction General Permit
The 2025 Construction General Permit (AZG2025-001), in effect since August 29, 2025, covers stormwater discharges to protected surface waters or a municipal storm sewer system from construction that disturbs 1 acre or more, or a smaller site that's part of a larger common plan that will. The steps:
- Write the SWPPP.ADEQ says the stormwater pollution prevention plan must be done before the Notice of Intent.
- File the NOI.Submitted through ADEQ's myDEQ portal.
- Pay the fees.Application fees depend on acres disturbed, with annual fees in the anniversary month.
Dust
Pinal County wants a site permit application, site plan and dust control plan for development of 0.1 acre or more before construction begins.
Costs
Angi's Phoenix-area guide, the nearest published metro figures, lists grading and leveling at $415 to $6,720, leveling at $5 to $15 per cubic yard and hauling at $10 to $30 per cubic yard. Angi's national guide adds land surveys at $400 to $550 and soil testing at $700 to $2,200.
Check the ground
Earth fissures can act as a conduit for runoff, and monsoon rain can quickly widen them, per the Arizona Geological Survey. Before shaping drainage on a parcel, check for mapped fissures nearby. See earth fissures.

Questions and answers
When do I need ADEQ's stormwater permit for grading?
When construction disturbs 1 acre or more (or is part of a larger common plan that will) and discharges to protected surface water or a municipal storm sewer system. A SWPPP comes first, then a Notice of Intent through myDEQ.
