An excavation job around Casa Grande can involve the city, Pinal County and the state. Here's what each publishes that we could find.

City of Casa Grande

We didn't find a published City of Casa Grande grading checklist. Ask the city's development services staff what your grading, pool or building project needs before work starts.

Pinal County

  • Dust: development activities of 0.1 acre or more submit a Site Permit Application, site plan and dust control plan before construction. The Air Quality Map Viewer shows which of three permit types applies.
  • Septic: properties with no sewer connection option need a septic permit and a site inspection by a qualified inspector. Abandoning a system needs no permit but does need notice within 30 days.

State of Arizona

  • Stormwater: ADEQ's 2025 Construction General Permit covers construction disturbing 1 acre or more that discharges to protected waters or a storm sewer system. SWPPP first, then an NOI through myDEQ.
  • Native plants: notice to the Department of Agriculture before clearing protected native plants, with exemptions for commercial farming and some residential lots.
  • Utilities: Arizona 811 before any digging. See Arizona 811.
  • Licensing: R-2, A-5 or CR-2 for excavating and grading; R-41, C-41 or CR-41 for septic systems.
